REGULAR MEETING OF THE NORTH HORNELL VILLAGE BOARD

MARCH 8, 2010 - 7PM

 Mayor Falci opened the meeting with the pledge of allegiance at 7:10 PM.

 MAYORS OPENING REMARKS

Mayor Falci noted the passing of Fire President and Village Historian Walt Rutski. He commented on Walt’s many years of dedication to the fire department and his assistance in the planning of the new fire hall was invaluable. Walt was instrumental in the purchase of the bronze plaque listing Village and fire officials who worked on the new fire hall. The Mayor recognized and thanked the “anonymous” Village resident who paid the cost of the plaque. There will be a special ceremony to honor Walt at the Fire hall open house. Mayor also stated that Trustee Joseph Dick is now the Fire Dept president for the following month.

Discussion: Trustee Libordi asked Architect Simpson if he had the list of any unauthorized changes that was requested at last months board meeting. Mr. Simpson will forward it tomorrow.

 POLICE REPORT

 Chief Smith read the following report for the month of February:

Mayor Falci informed Chief Smith that the board has increased the monthly patrol hours from 90 to 100 effective June 1st.

 
MAINTENANCE REPORT
D
PW Supervisor Greg Zdanowski reported the following for the month of February:
                Plowing snow and ice
                Maintenance on the roller
                Routine oil change
                Installed smaller salt spreader on new truck
                Installed new shelves & plumbing at Village hall

Tom Vondracek is out with a perforated appendix and will be back when released by doctor.
Mayor Falci explained to the board that the sewer truck the Village had agreed to purchase was sold to another bidder. Joe Johnson Company is currently looking for another truck.

 FIRE REPORT

Chief Robbins reported the following for the month of February:
                Two new members Ben Wall and Adam Wing
                Chicken barbeque for April 10th at North Main Lumber
                Tested fire alarms at North Hornell School and BOCES
                St Patrick’s Day Parade for March 13th, brush truck to be used
                Booster drive has netted $5520
                Would like to change the yearly banquet from October to May
                $2000 check owed to Village for the breathing air compressor cascade system

 Motion to approve the fire department to take the brush truck to the City of Hornell’s St. Patrick day parade on March 13th made by Mayor Falci, seconded by Trustee Thomas.

MIKE SPRAGUE – EES

 Mr. Sprague gave a brief description of the Environmental Emergency Services.
It is a 3 county not for profit organization. It originally started as a flood warning service.  Now they have rain and stream gauges used for the three counties. The county puts in a certain amount of money per year and Cities, Towns and Villages are asked to contribute. The Village of N Hornell will donate $500.
He also explained reverse 911.The county is asking cell phone owners to register cell phones on web site so county can notify people through the cell phones of possible emergencies.

 HUNT ENGINEERS PRESENTATION

 Rescheduled for next week or possibly next months meeting.

 BUDGET WORKSHOPS

 The next scheduled budget workshop will be March 15 at 6PM. If another date is needed it will be scheduled at that time.

 MASTER JOURNAL – CODE ENFORCEMENT

 CEO Schieder not in attendance to present.

 CITY WATER METERS

 Mayor Falci has spoken to Village Attorney Eric Shults regarding the definition of a dwelling unit for the billing of water meters. Attorney Shults will be speaking to City Attorney Pelych regarding the definition.
The Mayor hopes to have a definite answerer by April 5th.

 AIR CONDITIONING BIDS

 Trustee Dick is concerned that the air conditioners that were bid could prove to be a hazard with the unit being placed in the attic with no ventilation. This could be a fire hazard. Trustee Dick believes a split system with units in each room would be more energy efficient and cost less (possibly $10,000 less). Contractor Joe Rose noted that all the companies that bid originally were going with that type of system until they saw the attic area and then recommended differently. Each room will be zoned separately. Contractor Rose offered to set up a meeting with Trustee Dick if needed.

Trustee DiRaimondo asked if the split system was more efficient. Architect Simpson said yes generally. But to cover more area you have to put into another unit.  

The Mayor and Trustees will wait until next weeks meeting to award the bid. This will give Trustee Dick time to get a bid in on a split system.

 
PROTECT YOUR IDENTITY DAY

 Trustee Dick will try to schedule a Saturday in May for the shredder truck. The service will be available to Village residents only. The amount of boxes allowed per family to be determined.

 Motion made by Trustee Libordi to allow Trustee Dick to contract the company for the shredder truck for four hours at the cost of $200. Motion seconded by Trustee DiRaimondo and carried.

FIRE TRUCK OPTIONS FOR E58

 Chief Robbins has received the cost, at present, for repairs to the truck totaling $107,482.74. The insurance will pay for any additional damage discovered after repairs are started. The money will be sent directly to the Village. There will be a $500 deductible.

CEO Jim Schieder was not in attendance to present the journal.

OTHER

 AIR COMPRESSOR

 Marvin from the Fire department asked why a new air compressor was purchased for $3500. Where the existing one is not that old and with the lines changed the old would be serviceable. Rex Simpson said it was Walt Rutski that requested a new compressor. The Trustees would like to have Contractor Rose to try and return the new one.
