REGULAR MEETING OF THE NORTH HORNELL VILLAGE BOARD MARCH 8, 2010 - 7PM

Joseph Dick, Frank Libordi Mayor Falci opened the meeting with the pledge of allegiance at 7:10 PM. MAYORS OPENING
REMARKS MINUTES Motion
to approve the minutes from the February 8, 15th, 22nd,
and March 1st meetings was made by Trustee Glenn Thomas,
seconded by Trustee Peter DiRaimondo and carried. Mayor Falci
Yes TREASURER’S REPORT Motion
to accept the Treasurer’s report made by Trustee Joseph Dick and
seconded by Mayor Falci. Motion carried. POLICE REPORT Chief Smith read
the following report for the month of February: Mayor Falci informed Chief Smith that the board has increased the monthly patrol hours from 90 to 100 effective June 1st. Tom Vondracek is out
with a perforated appendix and will be back when released by doctor. FIRE REPORT Chief Robbins
reported the following for the month of February: Motion to approve
the fire department to take the brush truck to the City of Hornell’s St.
Patrick day parade on March 13th made by Mayor Falci,
seconded by Trustee Thomas. Motion to change
the Fire Dept banquet from October to May made by Trustee Libordi,
seconded by Trustee Thomas and carried. MIKE SPRAGUE – EES Mr.
Sprague gave a brief description of the Environmental Emergency
Services. HUNT ENGINEERS PRESENTATION Rescheduled for next week or possibly next months meeting. BUDGET WORKSHOPS The next scheduled budget workshop will be March 15 at 6PM. If another date is needed it will be scheduled at that time. MASTER JOURNAL – CODE ENFORCEMENT CEO Schieder not in attendance to present. CITY WATER METERS Mayor
Falci has spoken to Village Attorney Eric Shults regarding the
definition of a dwelling unit for the billing of water meters. Attorney
Shults will be speaking to City Attorney Pelych regarding the
definition. AIR CONDITIONING BIDS Trustee Dick is concerned that the air conditioners that were bid could prove to be a hazard with the unit being placed in the attic with no ventilation. This could be a fire hazard. Trustee Dick believes a split system with units in each room would be more energy efficient and cost less (possibly $10,000 less). Contractor Joe Rose noted that all the companies that bid originally were going with that type of system until they saw the attic area and then recommended differently. Each room will be zoned separately. Contractor Rose offered to set up a meeting with Trustee Dick if needed. Trustee DiRaimondo asked if the split system was more efficient. Architect Simpson said yes generally. But to cover more area you have to put into another unit. The Mayor and Trustees will wait until next weeks meeting to award the bid. This will give Trustee Dick time to get a bid in on a split system. Trustee Dick will try to schedule a Saturday in May for the shredder truck. The service will be available to Village residents only. The amount of boxes allowed per family to be determined. Motion made by
Trustee Libordi to allow Trustee Dick to contract the company for the
shredder truck for four hours at the cost of $200. Motion seconded by
Trustee DiRaimondo and carried. Chief
Robbins has received the cost, at present, for repairs to the truck
totaling $107,482.74. The insurance will pay for any additional damage
discovered after repairs are started. The money will be sent directly to
the Village. There will be a $500 deductible.

CODE ENFORCEMENT OTHER AIR COMPRESSOR Marvin from the Fire department asked why a new air compressor was purchased for $3500. Where the existing one is not that old and with the lines changed the old would be serviceable. Rex Simpson said it was Walt Rutski that requested a new compressor. The Trustees would like to have Contractor Rose to try and return the new one.
