REGULAR MEETING OF THE NORTH HORNELL VILLAGE BOARD

Falci Yes Discussion: Trustee Libordi asked if the bridge north of the Village was mentioned to Hornellsville supervisor Ken Isaman. Mayor Falci – yes. The board asked that there will be a limit of six bankers boxes for the upcoming shredding. TREASURERS REPORT Motion made by Mayor Falci to accept the Treasurers Report, seconded by Trustee Thomas and carried. Mayor
Falci Yes Discussion: The board directed the Treasurer to transfer the following monies. Motion made by Trustee Thomas to transfer the following, seconded by Trustee Peter DiRaimondo and carried. $4500 from A1910.4 to: A3120.1 ($3300) A1325.4 ($ 600) A8140.4 ($ 600) Motion made by Mayor Falci to transfer $4101.09 from G1440.1 to G8120.41, seconded by Trustee Thomas and carried. Falci Yes The following Resolution was offered by Trustee DiRaimondo, seconded by Trustee Libordi and carried. Resolved that the following amount of $31,000 shall be transferred from the Sewer Fund Account G9950.9 to the Capital Reserve Account A232 Sewer Reserve, to be used towards the balance payment on the sewer truck. Falci Yes MAINTENANCE REPORT The following report was given by Superintendent Zdanowski:
Routine maintenance at the Pump station The fire department needs to get approval from the mayor before driving over the new concrete. The Mayor noted that there is warranty work being done by Rose Contractors on the joints in the concrete floor of the new fire hall. Sherwin Williams is paying for the labor and materials. POLICE REPORT Chief Smith reported the following for the month of April:
General complaints 4 Mayor Falci noted to Chief Smith that monies had to be transferred to cover the payroll. Trustee Thomas stated that he needed to stay within the budget during the next budget year. Chief Smith responded that the coverage was for the additional hours used when Officer Kilmer started and had to be trained. Motion to accept the police report made by Trustee Thomas, seconded by Trustee Libordi and carried. Mayor
Falci Yes Discussion: Mr. Poplawski noted that T&R Towing has been driving through the Village and would like to have the Police inform them that they are not allowed to travel in the Village unless they are doing business. CODE ENFORCEMENT CEO Jim Schieder reported for the month of April:
Consulted with Rex Simpson and Joe Rose for mechanicals and as-builds to
do final punch list. Motion was made by Trustee Thomas to accept the CEO’s report. Motion was seconded by Mayor Falci and carried. Mayor
Falci Yes Trustee DiRaimondo made the motion to accept the addition of a rider sign to the Dr. Soper –Oakes sign to the existing Real Inc. directory sign. Motion was seconded by Mayor Falci and carried. Mayor

Falci Yes Motion to approve the officers for 2010 – 2011 made by Trustee Thomas, seconded by Trustee DiRaimondo and carried. Mayor
Falci Yes Motion to approve the fire department to use the trucks for the May 31st Hornell Memorial Day parade, May 15th Dogwood parade in Dansville (2 trucks) and June 3rd Crazy Daze parade in Canisteo. Motion made by Trustee seconded by Trustee Libordi and carried. Mayor
Falci Yes Motion made by Mayor Falci to approve paying for the fixtures in the new kitchen in the amount of $1149. Motion was seconded by Trustee Thomas and carried. Mayor
Falci Yes The following Resolution was offered by Mayor John Falci and seconded by Trustee Frank Libordi: RESOLVED, that the Board of Trustees authorizes the move of $5500 from A3410.2 & A3410.4 to the Capital reserve account A230. To be used towards payment of bail out rope harnesses in June or July. Mayor
Falci Yes HUNT ENGINEERS Mayor Falci introduced Bob Drew from Hunt Engineer who gave a report on the replacement design of Seneca Rd. Seneca Rd. has asphalt on top with concrete beneath. He would recommend removing the concrete and asphalt to get a better job. During that time it would be wise to replace or repair catch basins and drainage. The road would last approximately 20 to 50 years. He would design the system replacing sewer and water with the understanding that if it did not need replacing, that cost would be deducted. Mr. Drew recommended the Village to talk to the City of Hornell regarding the replacement of City water lines. Design this summer with construction next year. Hunt would help find funding. Mrs. Rutski asked how the people on Seneca Rd. will get out of their driveways. Mr. Drew noted that there will be gravel on the road, type 4 gravel more compact gravel. Mr. Poplawski asked what design changes could be made to encourage 30mph on the road. It was recommended that the road could be narrowed to discourage high speed. Mayor Falci asked if the Village could do preliminary work in the $20,000 to $30,000 range. Mr. Drew stated yes. How long will the study be current? Mr. Drew – possibly 3 years. Can he come up with suggestions as to how we should use the $25,000? Mr. Drew will be able to talk to those who can set a timeline for the work to be done and can assist the Village to find available funding. At one time the Village had a water project on the list of State revolving fund. We haven’t moved up on the list. Can that be utilized? Mr. Drew would try to incorporate that into the new project. Design this year and construction next year.
SHREDDER This Saturday the truck will be at Village hall for shredding documents. Residents may bring up to 6 bankers boxes for shredding between the hours of 9AM to 1PM.
SPRING CLEAN UP Clean up will be May 17th through the 19th.
ROOF PERMIT Reslolution Trustee Libordi made the following resolution: Resolved that Mayor Falci be reimbursed $50 for the roof fee he paid for Mr. & Mrs. Livingston. The resolution was approved. Mayor
Falci Abst The board agreed to keep the $50 fee for roofing permits.
PHASE II OF UPDATING VILLAGE HALL Mayor Falci motioned to accept the bid of $844 from Air Vent Aluminum to replace the two front windows at Village hall. Motion was seconded by Trustee DiRaimondo and carried. Mayor Falci
Yes Mayor would like to have the flag pole put in front of Village Hall with a bench. The Village sign will also be placed in front of the Village hall. CLEAN AND STRIP FLOORS Motion by Mayor Falci to approve having the floors at village hall stripped and waxed in the amount of $245 to be taken out of A1620.4. Motion was seconded by Trustee Dick and carried. Mayor
Falci Yes UPDATE ON E58 FIRE TRUCK The Mayor and Fire fighters will be traveling to Colden Enterprises to look at the E58. Jason Byrne from Colden reported that he doesn’t know exactly when work on the truck will be completed. Possibly a month and a half. Depends on what additional work needs to be done. When the Mayor arrives this Friday he can determine what else should be done to the truck. After the insurance coverage has been expended it is possible the Village may spend $2500 to $5000 in upgrades.
UNPAID SEWER RELEVY TO TAX ROLL The following RESOLUTION was offered on May 10, 2010 by Trustee Joseph Dick seconded by Trustee Frank Libordi and carried: RESOLVED that all sewer assessments that are unpaid from June 2009 through March 2010 be added to June 2010 Village taxes for collection. Total amount to be added is $5413.48. Mayor
Falci Yes TAX WARRANT TO Kristene Libordi, CLERK-TREASURER YOU ARE HEREBY COMMANDED TO RECEIVE AND COLLECT from the several sources named in the tax roll hereunto annexed, the several sums stated in the last column hereof opposite their respective names, being a total of $121,623.00 for the following purposes: FOR CURRENT BUDGET $121,623.00
RELEVIED SEWER ASSESSMENT & PENALTIES
5,413.48 YOU ARE FURTHER COMMANDED to file the tax roll and warrant in your office on or before the first day of November 2010, and to deliver to the Board of Trustees at the same time an account of the taxes remaining due and unpaid; showing the person or persons to whom the parcel is assessed and showing as to each parcel the amount of the tax unpaid. Motion to accept the tax warrant made by Trustee Thomas, seconded by Trustee DiRaimondo and carried.
Mayor Falci Yes INCREASE IN YEARLY REFUSE CHARGE Mayor Falci noted that the Village residents will be paying an increase of 8% in the amount of $81 and the contract will be extended for an additional 3 years.
