Clerk Libordi was directed to amend the August 8th Minutes:

Amend minutes under Pay Bills to read: A motion to pay bills made by Trustee Dick with the stipulation to increase payment on the $2044.48 Lowes bill no more than $200. Motion seconded by Trustee DiRaimondo and carried.

Amend minutes under Executive session to read: A motion was made by Trustee Thomas to accept the bid from Mike Donlon to cover old brick with new brick veneer on the front of the old fire hall. Price of replacement was $3650 which includes labor and materials. A payment of $2000 down at the start of the job with balance to be paid upon completion. The motion was seconded by Trustee DiRaimondo and carried.

POLICE REPORT

 

OIC Marcus Smith gave the following report:

                Criminal complaints             7

                Total hours                           124.5

Investigated 4 bike larcenies along with several vehicles and garages entered throughout the Village. Three of four bikes were recovered and returned to owners. Conducted numerous interviews and as a result suspects are described as 2 w/m between 16 & 20 wearing dark clothing and hoodies both highly intoxicated. Incidents occurring between hours of 2:00 am and 8:00 am. Arrested resident for dog at large, paid close attention to increase in traffic on Cleveland Ave. on Saturday mornings due to YMCA soccer league as well as parking problems in front of bus garage. Letter sent to Officer Kilmer regarding her availability with her new job. We have moved into new office in the Public Safety building.

DEC Grant almost complete

FEMA Grant being applied for – due September 16th

Pump tests for E58 and E85 are being done

                A crew and brush truck deployed to Rockland and Green counties to help with Hurricane Irene

                One member application pending

                September 24th Safety Saturday at Lowe’s – permission for two trucks

                Planning a Holiday fundraiser – 20 gift cards @$100 each. Tickets will be $5

                Annual kids Halloween party – asking for $200 from Village to offset costs.

Mike Sprague from county has activated the fire department for recent flooding in Binghamton and Vestal Under mutual aid contract deployed for 72 hours clean up. Brush truck was taken with two man crew.

CODE ENFORCEMENT REPORT

 

CEO Schieder received a verbal quote from Jamie Oyer for sensors for the 4 garage doors at the fire hall and a remote control. Mr. Schieder would like approval for the purchase and he will do the installation.

 

Mr. Schieder request that the Village pay for half of the cost of a software program that would make it easier for the Village clerk’s office to process incoming code enforcement records. The cost of the program would be split with the Village of Canisteo. Cost to the Village would be $50.

Mr. Schieder would also like to see our Building applications and other licenses available to residents on our web site.

Motion made by Mayor Falci to purchase sensors for the four fire garage doors at $234 and 4 remotes at $192 with the fire department to reimburse the Village for the cost of 3 remotes at $144. Motion was seconded by Trustee Thomas and carried.

Motion was made by Trustee DiRaimondo to purchase software upgrade for the Village at a cost of $50. Motion was seconded by Mayor Falci and carried.

OTHER

 

                BIDS ON SIDING OLD FIRE HALL

Still waiting on bids to come in for siding on the old fire hall façade.

 

                GRANT WRITER

Kathy Deere from Stuart & Brown will be meeting with the Mayor tomorrow.  She will attend the October board meeting. Trustees should have all questions prepared for that meeting.

 

                SENECA RD BUMPS

Blades will be doing the work on milling the bumps on Seneca Rd. Bill Rowe from Hunt Engineer will meet with the Mayor and Greg Zdanowski in September. He will meet the board in October or November to give a final analysis of what should be done with the road.

 

                SENECA ST BRIDGE

There will be an open house on September 27th from 6:30 – 8:00 PM at the Village hall presented by Fischer & Associates.  They will present the scope of the bridge project for interested residents.

 

                BETHESDA FOUNDATION

Dedication of the Bethesda monument on September 14th at 11:30.

 

 

 

 

 

 

NEW BUSINESS

 

                WATER CONTRACT

Mayor Falci will be meeting with Attorney Eric Shults regarding the water contract and the recent surcharges applied to village resident’s bills. The Mayor would like to know if the city residents are being charged the same surcharge and if there is a contract. Mr. Shults has noted that the water contract signed by the previous Mayor Steve Terry and the City does have the right to raise the rate.

               

WORKERS COMP PREMIUM

Clerk Libordi explained there is a change in how the Village pays the Worker’s Compensation premium. The County now wants the Village to send a check to pay for the premium. Previously the cost was levied onto the Town tax in January. The Village will be given the option to pay half in January and the balance in June. The Village share is $7,851.

The Mayor asked to put this on next months agenda while more information is gathered.

 

                POLICY FOR USING VILLAGE OWNED PROPERTY

Trustee Dick is working on a policy that explains the proper use of Village property.  Recently there have been instances where fire department members have used Village property without requesting official approval from the Board of Trustees at a regular board meeting.  Most recently the fire chief used a fire truck to escort his wedding party to his reception. Also firefighter uniforms have been worn to personal events.  The liability is a critical issue. The Mayor and Trustees would like to see a written policy that specifies only those occasions that equipment and uniforms may be used and with those occasions being presented to the board at a regular board meeting for approval.

 

                OCTOBER REGULAR BOARD MEETING

The October regular board meeting will be on Tuesday October 11 at 7PM due to the Monday Columbus Day Holiday.
