MAYORS OPENING REMARKS
Mayor Falci noted that the fire department was in attendance for the return of the body of slain Army Specialist Devin Snyder, 20, Cohocton, who was killed in action, Saturday June 4, in Afghanistan.

Officer Richardson noted that the Department is continuing to monitor Cleveland Ave. School zone. One UTT issued for speeding in school zone. Overall, high compliance rate.

MAINTENANCE
Supervisor Zdanowski gave the following report:
Pump station repair metering equipment
Patch Potholes
Put up banners on Seneca Rd and Bethesda Dr.
Made tap on sewer main for Village Hall
Trim trees at Barillo Park
Clean storm sewers and sanitary sewers
Mow and trim
Topsoil and seed behind Village Hall
Supervisor Zdanowski requested to purchase a Cub Cadet commercial “0” turn radius mower. With a $1000 trade in of the old mower the cost of the new - $6290. The old mower is a residential “0” turn radius and has been in for repairs. The board was given a map and description of all areas in the Village that are mowed.

Motion to purchase the commercial Cub Cadet “0”turn radius mower for $6290 with the trade in of the old cub cadet, was made by Mayor Falci, seconded by Trustee DiRaimondo and carried.

Motion to apply a $100 fee (per mowing) to the tax bill of any resident that does not comply with Village code 27-1 to 2714 (Brush, Grass & Weeds) was made by Mayor Falci, seconded by Trustee Libordi and carried.

Trustee Thomas asked how much longer for the completion of work at the old fire station. The board would like to see completion of the remodel by August 1st. Supervisor said he couldn’t guarantee that. He noted that with in a two week period the electric should be complete. Trustee Dick asked if we would have a quote for the flooring by next month. Mayor Falci noted that we have quotes from three different companies. Laminate thru out the hall ways, commercial vinyl tile in storage room, commercial carpet in offices and tile in the bathrooms.
FIRE REPORT
Chief Michael Robbins reported the following:
Work completed on the charger and auto ejects on E58
DEC grant being applied for
2 new saws arrived and are in service
One new member pending and one will be resigning
Department will be in the Hornell 4th of July parade
Chicken Barbeque went well - $1000
Booster drive also going well - $7500
Department will take part in the City and Village wide yard sales and food will be served
Tickets are available for the Rock & Roar raffle
Zack Smith 5K race will be this Saturday
Possible running lane on Seneca Rd to be directed by Village police and Fire Dept

CODE ENFORCEMENT REPORT
Mayor Falci and CEO Schieder traveled through the village looking at problem areas. The Mayor would like residents to complete a complaint of violation if they have to make a complaint regarding another resident. Mayor Falci will verify the complaint and then notify the CEO.

NEW BUSINESS
XZERES ENERGY SYSTEM
Mike Dana from Rochester Power Saver Inc gave a presentation on a power efficiency unit from Xzeres Energy. He will install the unit at the Pump Station to reduce energy costs. It will be no charge for four month. The unit has a 20 year life expectancy and a 5 year warranty. There should be a 10% to 20% savings. The last NYSEG bill was $709.56 which would show a $70 savings.
Mayor Falci accepted the Xzeres unit for four months at no charge, at that time if a savings is demonstrated the purchase price of $650 (installed) will be paid to Rochester Power Service
KOESTER – PUMP STATION
Representatives from the Koester noted that they did not foresee any problems with the Xzeres energy system being used at the pump station.
They explained that a new man hole is needed between the existing manhole and the pump station for the grinder. It will take at least one week for installation. Total cost will be $49,000 installed. The system should run 10 years without a problem. They are currently installing one in the Village of Cayuga. Order time is 6 – 8 weeks. Supervisor Zdanowski is recommending that the board purchase the grinder.
The board will consider and discuss.
OLD BUSINESS
SENECA ST BRIDGE
Mayor Falci updated the board on the replacement of the Seneca St Bridge. A rendering of the bridge was shown. There will be a meeting on June 15th from 1 to 3 PM for business owners who have concerns over the bridge. The construction will start in 2013 and will take 4 – 5 months. There will be an open house at City Hall on June 22nd from 6 – 8PM. In September there will be a final presentation at the Village hall.
The DOT would like to have a three lane bridge and one sidewalk. The Mayor would like to see sidewalks on both sides of the bridge and two lanes. Village costs will be around $25,000.
CLOSE CAPITAL ACCOUNT FOR FIRE HALL BOND
RESOLUTION JUNE 13, 2011
The following resolution was offered by Trustee Joseph Dick, second by Trustee Frank Libordi and carried:
RESOLVED: that the Village of North Hornell Board of Trustees on June 13, 2011 at their Regular Board Meeting, authorized the Village Treasurer to close the Fire Hall Capital Reserve checking account. As of this date the total balance in this account $.02, shall be transferred to the General Account.

SAINT JAMES/GUTHERIE CLINIC
Mayor Falci reported that St James is now in partnership with the Guthrie clinic of Sayre PA.
The hospital will evaluate all buildings to see what to keep and what needs to be changed. There are no plan at present to expand.
5K RACE – ZACK SMITH/WEGMANS
A laser ad will be in the paper to notify resident that runners will be on Seneca Rd this coming Saturday morning
LOWE’S GAZEBO
Lowe’s would like to have a picture taken of Trustees under the gazebo that they built last year.
STORM WATER DRAINAGE
The Mayor would like the letter on sanitary and storm sewer drainage in the village sent to all Village residents. This will give resident the opportunity to make corrections to illegal hook ups. There will be some minor changes to the letter before mailing.
OTHER
Mr. Don Hoffman asked if anything has progressed regarding the water charges to his house on Wightman Ave. He is questioning how the City arrives at the charges on Village properties. There needs to be a definition of commercial and residential properties. He also believes that the surcharge placed on Village water bills is against the village contract with the City.
Mayor Falci stated that it is being handled by the Village attorney.
Mayor Falci will contact City Mayor Hogan and invite him to the July 11th board meeting or a special board meeting.
Mary Barnes, Cleveland Ave resident reported that a bear was in her neighborhood. She would like to know if the Village can do anything to get rid of it. Mayor Falci stated that unless the bear has harmed someone there is nothing to be done. The DEC has already been contacted and that was the information we were given. It was recommended that she contact the DEC.
Mary Barnes asked what the status was on the Avondale Property. Mayor Falci noted that a purchase offer was made and accepted.
