***Home
Improvements***
Before you
start any home improvement, you should contact the clerks office
to see if a contractors license is required. A Contractors
license is
$10.00 and can be picked up at Village Hall. Contractors will
need to show proof of workman's comp and liability insurance.
Remember Swimming Pool Owners
New York State Law requires a 4 foot fence to be installed
around your pool if it is 24 inches deep or deeper. Also if you
had a pool installed after December 14, 2006, including the
blow-up pools that are taken down and put up annually, you must
have an alarm system and a building permit. Please check with
our clerk at the Village Hall who can direct you to contact our codes officer. |

Greetings From Village Hall!
In our last newsletter, I mentioned our very challenging spring
weather. I hoped it would get better and indeed it has! What a
beautiful summer we’ve had and I hope you are enjoying it.
It has been a very busy summer here at the Village Hall. We are
just about finished with all renovations of the old fire hall.

As
you know we have relocated the New York State Police barracks to our
new facility. The State Police will man the barracks full time. We
welcome them. We will continue our part time Village Police to
keep up with local issues. An open house is scheduled for October.
Watch for details.
The Village has purchased a sizeable property on Avondale Ave.
adjacent to the North Hornell School. This is a five acre lot and we
plan to use it for a Village park and possibly for the location of
a new DPW building on the land close to the highway.
Our Planning board is looking at all possibilities, including major
work on the existing building or a new structure at a new site.
Public hearings and input will be sought as we proceed.
Our summer road work will be starting as soon as blacktop becomes
available to Villages. Major work on Seneca Rd. is being studied by
Hunt Engineers. They will present their plans in the fall. Hopefully
the road will be done in connection with the new bridge starting in
2013. The bridge is located at the south end of the Village by the
Italian Villa. |

Concerning the water issue: We have been told that the water is safe
and it’s a mineral problem. Please run your water if cloudy and
check it before you wash clothes. The City is working on the problem
as you know from the media.
We are now issuing appearance tickets to residents whose
properties are unkempt and to violators of loose or barking dogs.
These residents will now appear before the Town judge to answer
charges. This is something I don’t like to do, but these residents
have responsibilities to be good neighbors and to follow the law.

ALL TAP-INS
OF FIRE HYDRANTS IN THE VILLAGE OF NORTH HORNELL MUST BE
APPROVED BY THE DEPARTMENT OF PUBLIC WORKS. VIOLATORS WILL BE
PROSECUTED TO THE FULL EXTENT OF THE LAW!

All
contractors must fill out an application for a building permit
at Village Hall in order to work in the Village!!!

We
do receive complaints from time to time about our pets. The
village has strict laws concerning cleaning up after your pet
and allowing them to run loose. We have instructed our
officers to issue citations to violators. Hopefully with everyone's
co-operation this will become less of a problem.
